Exciting new DTI incentives for 2001


New industrial and investment incentives, opening up some exciting possibilities for SMME's, have been announced by the Minister of Trade and Industry, Mr Alec Erwin, with effect from 1 September 2000.
The new incentive package consists of the following programmes:
• Small Medium Enterprise Development Programmes (SMEDP)
• The SMEDP assists new industries and the expansion of existing industries with an investment not exceeding R 100 million
• The incentive package provides a cash grant payable for the first two years on approved qualifying assets. An additional grant is payable in the third year based on the ratio of human resource remuneration expressed in terms of manufacturing cost.
• Industries that qualify for the incentive package are: Manufacturing / Agricultural projects / Aqua-culture / Bio-Technology / Information and Communication Technology / Culture Industries / Tourism / Business Services

Skills Support Programme (SSP)
This programme offers a cash grant for skills development to enable new investors and large expansions to prepare their workforce. Only investment projects that qualify for the SMEDP may apply for the SSP.

Critical Infrastructure Programme (ClP)
The Critical Infrastructure Programme has been established to support the provision of economic infrastructure directly linked to committed private sector investment where immediate requirements are not in place to expedite the investment process. Two funding windows are primarily envisaged - municipalities and the private sector. A limited number of projects will be supported. Only projects in excess of R 100 million may apply for the Critical Infrastructure Programme.

Industrial Development Zone Programme (IDZ)
The IDZ's will be purpose-built industrial estates linked to an international port or airport in which quality infrastructure and expedited customs procedures are coupled with duty free operating environments suited to export-orientated production. Government will license operators to develop and manage the lDZ's, provide enterprise support measures, minimise red tape and provide efficient services to enterprises within an LDZ. Government will first designate areas suitable for IDZs. Prospective IDZ operator companies will then be able to apply for permits to develop and then to operate an lDZ.

Roadshow
The Enterprise Organisation of the Dept of Trade and Industry will embark on a Road Show to market the new programmes throughout South Africa. The preliminary itinerary is as follows:
• 12 to 16 February 2001- Western Cape and Eastern Cape
• 19 to 23 February 2001 - Kwa-Zulu Natal and Mpumalanga
• 26 Feb to 1 March 2001 - Fee State and North West Province
• 5 to 9 March 2001 - Northern Cape and Gauteng
• 12 to 16 March 2001 - Northern Province
